The Cumberland Cares Collective is a county-wide programme supporting the creation and growth of local health, care and wellbeing micro-enterprises.
Built on a proven model of community enterprise, the programme empowers local people to establish small, values-led businesses that provide personalised, preventative support, helping residents live well and independently while reducing pressure on statutory services.
A Proven Foundation
The programme’s roots lie in its highly successful delivery across Allerdale under the Community Catalysts model, where Becky Goddard led the development of a thriving micro-enterprise network.
During that time, she supported over 60 micro-enterprises to set up and grow, delivering thousands of hours of personalised care and wellbeing support each week to hundreds of local residents.
The programme became recognised for:
- Strong strategic partnerships with Adult Social Care, Health and Integrated Care Communities
- Clear and effective referral pathways between community providers and statutory services
- Robust compliance guidance, including CQC and legal frameworks.
- A preventative approach that reduced bottlenecks and improved outcomes
This work demonstrated that small, community-rooted enterprises can complement formal services in powerful and sustainable ways.

Becky brings over 20 years of experience across community support, domestic abuse advocacy, housing, welfare rights, finance assessment and social enterprise leadership.
Her career has included:
- Founding and leading a multi award-winning social enterprise supporting over-55s to live independently
- Delivering measurable income maximisation and early intervention services
- Managing high-risk cases within statutory frameworks
- Building multi-agency partnerships across health, housing and social care
- Designing robust reporting systems to drive continuous improvement
This breadth of experience gives the programme a unique strength, combining frontline insight with strategic systems knowledge.

A New Chapter with People First Independent Advocacy
In September 2025, the programme transitioned to People First Independent Advocacy, ensuring its long-term sustainability and expansion across the whole of Cumberland.
Becky Goddard was appointed to continue leading and growing the programme under this new structure, providing continuity of leadership, trusted relationships, and a clear strategic vision.
This transition marks not a change in purpose, but a strengthening of it, embedding the programme within an established organisation that shares its values of empowerment, inclusion and community-led support.

Now operating across the whole of Cumberland, the vision is ambitious:
